Schools Advocating for Fair Funding

– Legislative Update

The 94th Minnesota Legislature’s session has been marred by a significant impasse in the House of Representatives. Following a judicial ruling that invalidated the election of Democrat Curtis Johnson in District 40B, the House was left with a temporary 67-66 Republican majority.  In response, House Democrats initiated a boycott to prevent Republicans from leveraging this advantage. The Minnesota Supreme Court subsequently ruled that a quorum requires 68 members, effectively halting House proceedings until the vacant seat is filled.

While the House remains at a standstill, the Senate has continued its legislative activities, with the Senate Education Committees conducting critical hearings. On January 27, 2025, the Senate Education Policy Committee convened to discuss proposed reforms in K-12 education standards and teacher licensure processes. The following day, the Senate Education Finance Committee met to deliberate on budget allocations for the upcoming fiscal year, focusing on funding for early childhood education and support for underfunded school districts.

 

During these hearings, several school district superintendents provided testimony highlighting significant financial challenges. Anoka-Hennepin Superintendent Cory McIntyre, leading the state’s largest district, reported facing a $4 million deficit in the upcoming year. He noted that while revenues are projected to increase by 2.5% to 3% annually, expenses have been growing at a faster rate, exacerbating budget shortfalls.

 

Superintendent McIntyre also emphasized the financial strain imposed by state mandates, estimating that these unfunded requirements total approximately $50 million for his district. He advocated for increased state funding to address these challenges and to ensure the district can meet educational standards without compromising other essential services.

 

These testimonies underscore the pressing financial difficulties faced by Minnesota’s school districts, highlighting the need for legislative action to provide adequate funding and support. As the House remains in a stalemate, the Senate’s continued focus on education policy and finance is crucial in addressing these challenges.
