After the prolonged election drama delaying the official start and full organization of the 2025 legislature, this budget setting session is about to pivot from what was a shortened period of hearing ‘all ideas’ to a narrowing process that will have us focus on omnibus policy and budget bills.

As the legislative session is in full swing, Capitol Hill Associates (CHA) would like you to take note on a few bills currently under discussion that affect our districts with low property wealth tax base.
The 94th Minnesota Legislature’s session has been marred by a significant impasse in the House of Representatives. Following a judicial ruling that invalidated the election of Democrat Curtis Johnson in District 40B, the House was left with a temporary 67-66 Republican majority. In response, House Democrats initiated a boycott to prevent Republicans from leveraging this advantage. The Minnesota Supreme Court subsequently ruled that a quorum requires 68 members, effectively halting House proceedings until the vacant seat is filled.
We are now in the final stages of the 2024 legislative session and time is getting very tight. The Minnesota Constitution limits the Legislature to 120 legislative days (days in which business is conducted on either the House or Senate floor and not calendar days) over the biennium and today (Monday, May 6) will be the 112th legislative day. The need one day to adjourn sine die (Latin for “without any future date”), which marks the end of the biennium and no bills can be passed on the last day of the biennium. That leaves eight days over the next thirteen for the Legisature to finish its work.
The 2024 legislative session is entering its homestretch and the stretch has gotten a bit more complicated over the past week due to the legal problems being faced by a DFL state senator. With the DFL currently holding a one-seat majority, they need every vote to pass legislation unless they can bring a Republican or two or six across the political divide in order to get bills across the finish line.
